Saab: What's a Tech II cost?

people mention it all the time. It appears that there's lots of interesting
stuff that you can do with it to "customize" your car.

What's one cost? Any way to emulate it using a laptop and a cable of some
sort?

No. You can get some access to some functions with some of the
programs out there but not the full programmability of the
Tech II from what I've heard.
