Uh oh! Rust converter softens paint?

While touching up stone chips and getting rid of some minor rust that had
occurred, I used some phosphoric acid rust converting gel (Naval Jelly).

The Tercel is the color 3E5, which is non-metallic, and probably has no
clear coat. The Naval Jelly appears to have softened the paint to the point
that there is a noticeably less-shiny spot where the gel had sat. The paint
in the dull spot is soft enough that I can mark it with my fingernail.

I have used this same rust converting gel on the clear-coated Integra for
    ten years with no problems.

Did I do permanent damage here, or will it harden up again?

S'okay. A few dewy mornings and all is well now. Paint has hardened up
again. Thanks for all the replies. >:^/
