Toyota Camry: struts tower and struts

My car recently make a lot a noise when driving from the front. And
the glass sounds shake too. I send it to dear, they suggested to
replace the shock(struts and others), which may cost $1600. I have
Toyota extend care, they handle Struts tower, but not struts itself,
which is about $160 each. I deceide to have the tower replaced only.

Can anyone tell me if I made the right decision? I was told in my last
visit to the dealer that my struts is ok. If in the future I want to
replace the struct only, can I do it, which cost %160, not $1600?
