Subaru: Mirror Vibrates (Drivers Side)

On my '99 Legacy 2.5GT wagon, the drivers-side door mirror has started
to vibrate. Unfortunately it vibrates with a relatively slow frequency
(compared to the passenger side) and it seems to move a lot which really
ruins your vision. This car has power mirrors.

Can anything be done to tighten them?

Tire balancing? Get a bottle of water,half full. Drive the car on smooth
surface about 50mph. The water shaking in the bottle... it shouldn't.
Rebalance all tires.
