I don't know about downloading but on the Quest it's easy to manually enter
areas or roads you want to avoid in routing. Under Route Options select
Avoidances then Add a Custom Avoidance. You have two choices:

1) Road Avoidance Select two points on a road and the segment between
will be avoided.
2) Area Avoidance Select two points and all roads in the rectangle thereby
defined will be avoided.

You can approximate almost any shape with multiple Area Avoidances. They
can be set to expire at a future date if you want - say for temporary road
work.
