Your best bet is a licensed locksmith. If you have a jeep dealer in
town, they can usually recommend one.

You might be able to pull the pieces out, but the tools required are not
    in the typical toolkit.

It is a lot of work to change out the ING. lock, try using a coping saw
blade to remove the key. Break off the T-end of the blade with the teeth
facing toward you. Sharpen the end you broke off to a gradual taper, slide
the blade under the key teeth hocking them and work it out toward you. In
most cases this works if the key did not bugger up the tumblers.

A "mosquito forceps" (long, thin-nosed surgical hemostat) often works
for such. A dental pick can be used to help it, too (but their tips
break fairly easily-they're thin). Both are available at Radio Shack,
and many real hardware stores (as opposed to Home Depot, Lowes, etc.)
