Yes Tom it is a "DUH, you didn't know that".
The idea is if the fog is very thick the headlights will reflect back and
obscure your vision, so you turn them off and use just your fogs (and
    parking lights).
This is what foglights are for. (I am also not getting sucked into a "why do
you drive with fog lights when there's no fog" threads, so don't even try!)

That would be pretty pointless. The idea of a low mounted fog lamp is that
it shines *under* the fog, and not reflects straight back into your eyes
as headlights do. If they're lights which can only be used with
headlights, then they're some form of auxiliary lights - 'driving' lamps
perhaps - that can't be used on their own because of regulations - usually
height or distance from the edge of the car.

My '94 will turn the fogs on with the parking lights, so I would assume the
newer models with DTRs should do the same thing.

It is common in North America that fog lamps must be used in
conjunction with low beams, so cars are often wired that way.
Furthermore, a lot of OEM fog lamps in North America offer marginal
to zero performance in poor weather. (Ref: lighting.mbz.org)

Can't really see the point in them, then.

In really bad fog or falling snow, where they are better than dips, you'd
be down to walking pace anyway. I've only experience this a couple of
times in my long driving career, but in those conditions where you could
only see a few feet they were much better than dips.
