The calculator that comes with Windows (look under Accessories) includes
this function. Switch the calculator to 'Scientific' under the View menu
and then enter the decimal degrees and click on 'dms' to convert to
degrees/minutes/seconds form. Clicking the 'Inv' box and then 'dms' goes
the other way.

If and only if you need to convert a larger amount of coordinates or to do
the conversion repeatedly, GeoConv could be your tool. However, if you need
to convert only a few coordinates and have time to do it interactively, I
don't recommend GeoConv, because studying and setting up GeoConv is not a
small task.
You can find GeoConv (freeware) from:

This is one of the features of my Freeware program GeoCalc. If you are
interested please email me at the address in my signature and I will send it
to you. Please put GeoCalc App in the subject line so I know what you want.
BTW: This is a 340kB zipfile download.

You can do it yourself quite easily(the math is simple),
or use a calculator(including the one in Windows),
or a program(such as G7ToWin), or your GPS, or a website:

Todays schools don't even teach how to make change when you buy something.
Go to a local fast food place and see how they give you your change back.
They look at the numbers on the cash register and just hand you the money.
If the register is down, they are out of business tuil it is fixed.
