Mazda Miata: Clockspring questions

I ran into difficulty installing a Momo Champion steering wheel on a 2003
Miata. I used the air bag hub from Finishline. When I hand-pulled the
wheel off, the clockspring came apart. The yellow labeled cover was hanging
by the long 1/2 inch wide ribbon. [My mistake was in not using a sw puller.
The current wisdom seemed to be: "It ain't necessary"].

I think I put it back together correctly. The problem: it appears there's
nothing to hold the clockspring in place. It is free to move forward
towards the sw. Pictures of older Miatas show a housing of sorts
surrounding the clockspring mechanism. It's not the same on the '03. The
stock sw has a large surface area that would tend to keep the clockspring
cover from moving outward.

I assembled the wheel without installing the hub housing. I wanted to test
drive and watch what was happening. The harness assembly [large connector
and the computer fooling resistor] has to fit between the clockspring cover
and the sw. I 'packaged' the wiring bundle with electrician's tape - and
went for a test drive.

It all worked. Turn indicators canceled. The clockspring stayed in place
due solely to the bundle of wiring on top of it.

Is this the way it is? Or did I break something I can't see which keeps the
clockspring assembly in place?
