Toyota: Can't use main beam

I have an 89 toyota corolla but my lights will not go to main beam.
Originally I thought it was the switch, however, after I changed it I still
have exactly the same problem. Is there a fuse or electrical component that
might be causing the main beam to fail?
Any idea's would be gratefully accepted

Did you check the bulbs? I remember going through the same routine many
years ago on my Datsun truck. It seems that one bulb had burned out for
some time and I never noticed 'till the other one blew too!!
