You don't randomly replace parts of an engine, its too expensive for one
thing. The belts,water-pump, any relatively easy to get at gaskets which are
leaking and water-hoses make good sense if the car has a few years on it and
they have put in long service or appear original. Throw in the radiator if
plain water has been used and possibly the heater radiator, though this can
be a bastard to get at.

The other parts you mention require a major engine strip-down.
