Toyota: '99 Tercel 5E-FE specification questions

I want to change all the fluids in the Tercel. I don't have a workshop
manual yet, just the owner's manual. The owner's manual is decidedly silent
about anything having to do with your own fluid changes.

My questions:
1) Oil filter torque
I know the filter says to turn 3/4 turn after seating the gasket, but I'd
like to know if there is a torque setting. I'm using OEM filters (90915-
YZZA2).

2) Block coolant drain location.

3) Brake bleeding recommended sequence:
RR, LR, RF, LF?
