Dodge: 91 Spirit no upshift

I came to a stop when it was working fine. Then after starting back into
traffic it refused to upshift. I checked for loose (wire) plugs, throttle
cable malfunction but nothing obvious. I tried accelerating to high speed
and then backing off. No shift. Does anyone have a suggestion as to what the
problem may be and how to make a repair.
