Saab: 900 fog lights

howdy again-
my fogs are both not working... fuses are intact, and i've been
checking the relay - but when i put my multi on there, it only reads a
half a volt or so... i would think i should be getting 12 volts...
but also, shouldn't there be continuity in the relay between pins 30
and 78 (or something like that) on mine there is no continuity between
any pins... so i'm thinking the relay is shot... ok, that's it...

PS, thanks to everyone for input on my disc brake issue.. it was just
badly warped disks, and after an hour or so of hammering the things
off i'm quite happy with how it handles - trip
