Jeep: 5th gear Rev limiter

5th gear Rev limiter
I am looking at an '88 Wrangler with a 4.2 liter five speed. I have not
driven it yet. The seller reports that there is a rev limiter on 5th gear
and it won't go over 2000 rpm. He has no other information about it. The
engine is rebuilt and has 8500 miles on it. 2000 rpm seems kind of low to
me for a rev limiter, and I don't understand why it only effects 5th gear.
Anybody heard of this? How would it be removed?

Run away!. Think about it, how could he have driven the Jeep with a limit
of 2K RPM's. It's unsafe to start. Maybe 50-55 top speed. No clue on how
to remove something that shouldn't be.
