Toyota Camry: 1990 Camry headlights never off

1990 Camry headlights never off
I have a 1990 Toyota Camry station wagon, automatic, 4 cyl, FWD. The headlights remain on as soon as the vehicle is
started up. I cannot turn them off while the engine is running. Is this "normal" due to industry regulations? Is there a
way to easily defeat this so that I can have full control of my headlights?

I also have a '90 Camry and the lights stay on due to the new (at the time)
daytime running lights laws. Newer cars run the headlights at a lower
intensity, something like 40-60% of full on. I use to pull the fuses if I
was at a drive-in and wanted to run my engine.
It is illegal to defeat any safety equipment on any car registered in
Ontario (I believe you live in TO. n'est pas?). Therefore you're stuck with
the full-on headlights. Unless of course you don't give a s**t and install a
switch to turn them off whenever you like ;-). The best way to do that is to
install it inline with the headlight relay, that way it doesn't switch high
current. According to my manual, it's the red wire with a yellow stripe
coming off the headlight relay that you will need to interrupt with your
switch.

In some cars if you raise the barking brake
1 notch the lights will go out, not sure it
works on a camry, but try it for free.

This technique works on cars with a DRL logic box ... not on those
that are hard wired. Even so, you have to raise the Parking Brake
and then start the engine for the DRLs to stay out. With the engine
running, simply raising the PB lever does not extinguish the DRL
lights (in Toyota). ;^)

This is true, it was suggested to me that I put the park brake on and the
lights stayed on anyway.

Yes, Ontario, the vehicle was originally from Manitoba.
I wonder if I could wire a switch into the lighting circuit to obtain the result I am looking for. Do American or
Japanese manufactured Camrys have completely different lighting circuits which allow an off position?

healamp switch is bypassed for Province compliance, then a Toyota
dealer should be able to tell you which specific wires are jumped and
where. Can I assume your tail lights and instrumentation lights
are -also- ON all the time? Do you have an conventional
OFF/Parking/ON rotating switch on the turnsignal stalk? If so, then
it would seem to me the circuit is simply "jumpered" somewhere rather
than an entirely differenct harnass. In the US, we don't do that
Big Brother stuff. ;^)

Yes, Philip, your assumption is correct re the tail and instrumentation lights. I have a conventional Off, Parking, ON
switch on the turn signal stock. The hi-beam switch only works in the ON position. I'll have another look at the wiring
diagrams of my Haynes manual to see where a jump might be put. I'll talk to a Toyota service manager as well.
